In addition, there is huge migration – from East to West and from structurally weak rural regions to the affluent suburban belts of the big cities. The municipalities face the challenge of revitalizing existing city quarters and bringing urban flair to new residential districts. This is a challenge that affects all aspects of the urban society – from urban planning and the work of housing cooperatives to social infrastructure, landscape planning and project development. City by the Water
New Opportunities for Municipalities and Tourism
Supervised by Prof. Dr. Heiner Haass with the support of the Federation of German Towns in Cologne, the German Association of Towns and Municipalities in Bonn and the "Lebendige Stadt" Foundation in Hamburg. This study was part of a research project of the Water Sports / Water Tourism research group at the Anhalt University of Applied Sciences.
Many municipalities know little about the potential and opportunities that offer themselves to towns and cities "by the water". Most towns were originally set up directly on or close to a river, yet today they have often literally "turned their back" on the water – with the result that the nearby rivers and lakes are seldom incorporated in the development of the location. The study takes a closer look at this problem complex, in particular with the goal of identifying, analyzing and outlining the leisure and tourism potential of urban development in towns and cities that lie on rivers and waterways.

In November 2001, a two-day special-interest symposium was held at Frankfurt Architecture Museum to mark the tenth anniversary of the GrünGürtel (“greenbelt”). Experts from various disciplines were invited to outline ideas for the development of the GrünGürtel area in Frankfurt during the next decade. After the first ten years, the objective remains the same: to bring new vibrancy and vitality to everyday life while maintaining and improving overall quality standards but without losing sight of key goals. The outcome of these deliberations is documented in this volume in extended and revised form.

Using Lyon as an example, this study focuses on modern, vibrant outdoor areas in major cities that represent a new urban culture. The process from civic planning concept to a bustling real-life square is a long one. It involves many people and only ends in successful implementation following a high level of effort and commitment.
The study shows how the traffic-related, functional, legal and financial problems were solved and how the ideas to re-design the outdoor areas were put into practice. In addition, the civic researchers from TU Hamburg-Harburg try to find out whether the experiences gained during the project can be transferred to the development of large squares and outdoor areas in German cities.
